AZERBAIJAN – WGAD Opinion A_HRC_WGAD_2019_10-Mustafa Ceyhan 2

UN Working Group on Arbitrary Detention examines the arrest, secret detention, abduction, and forcible transfer of Mustafa Ceyhan from Azerbaijan to Turkey, concluding that his deprivation of liberty was arbitrary under multiple categories of international law. The Working Group finds violations by both States, recommends immediate release, compensation, and investigation, and calls for measures to prevent similar unlawful transfers and arbitrary detentions in the future.
