]]> In this decision, the UN Committee against Torture finds that Morocco would violate article 3 of the Convention against Torture if it extradited Mustafa Onder to Turkey, given the real, personal, and foreseeable risk of torture based on his perceived association with the Hizmet movement. The Committee concludes that Morocco failed to adequately assess the risk of torture despite extensive evidence of post-coup abuses in Turkey and orders the State to refrain from extradition, release the complainant, and ensure safeguards against similar violations in the future.
